That is actually an interesting philosophical question, can you miss something you never experienced. Like seeing the foundation of a once great factory, can you say you miss the factory? You can see the economic damage that the factory's absence has caused to the surrounding community, and can desire that an aspect of the past be returned, but is that the same as missing something. There probably is an ill used word for this concept of missing something that was in the past but was not directly experienced.
