It isn't. Read something on law of 12 tables and Gaius' textbook. Though I might be biased because roman law was the most unnecessarily complex class in my degree. Also, fuck Justinian.

Ok so it is over 3000 pages unabridged plus $250+ and isn't even the most interesting part of the laws he made since it's just a recollection of old Roman laws. His novels are far more interesting because there are justifications for the laws actually made within them so you can understand why they thought the laws were necessary the the psyche of the Emperor and (sometimes) the Senate at the time.
