I don't know what kinds of books you are buying but for my field of scholarship they are usually mediocre and cost ungodly sums of money, there is almost no reason to purchase English language work given the mass availability online coupled with scarcity and artificially high pricing. Most academic publishers push the cost to libraries since they know that no normal people are going to be buying them, only elites and university libraries.

It's very hard to get any adult to change their behaviors. Readers usually start when they're kids, even if it's Goosebumps or something. They have to know that reading has the potential to be as fun as anything else, before they get to school and books become homework and unfun. Most people never have that Goosebumps moment, and books are always connoted as being work and unfun.

So, all you can do personally, is try to affect children in your life, whether they are relatives, or children of friends. Give kids books for Christmas. Read to them. Talk to them about books. I would assume that Russians are a bit more trad than my people, but the state of east eu culture is basically the same as western culture in the 2000s - the "world as a shopping mall" worldview. Everything at the high level is directed according to western maxims, all of pop and mass culture is western imports (hollywood etc) or domestic forms of western entertainment (for example slavic rap etc). Broadly speaking, our artists are also mimicking all things western, writing about the western world and western themes in as western a way as they possibly can. It's very easy to find political and cultural dissidents of various types in a way that it's hard to do in the west.
