Why does Locke talk so much about the consent of the masses when a shit tonne of the latter half of his Second Treatise doesn't even put it into consideration.

You give your consent when you move from the state on nature to a civil society. Then, as long as the governmental structure conforms with the original purpose of government (impartial arbitration and the protection of property) and does not infringe on your natural rights, there is no need to talk of consent--it was already given in the "signing" of the social contract.
