Woman have always played active roles in court and village politics. Fighting and martial leadership is a big no-no though (read Martin van Creveld on this). Commericially women sometimes held power (Sparta). Priestess positions also gave significant power, depending on culture.

Not making gender matter is itself making a statement about gender. If you dont wish to make a statement about gender, you would need to briefly and subtly acknowledge it.
For an example, stories from my past are dependant on me being male. There are things that I take great pride in because it makes me "manlier" or more suitable to females, and things that I am embarrassed of or hide because it makes me less suitible as a man. Even if you dont intend to write anything about sexuality, your character may have interests that are common or uncommon for their gender. That influences the way your character uses or pursues that interest.
But if you lean too hard into gender you risk making the story 'about' gender. Remember that once you establish basic things, people will read between the lines.
Lets say in your story, your female character has some drinks and walks home.
A bad way of writing would be to write that she just stumbles home and has vague regrets and leave it at that. It would require suspension of disbelief to say that she had a man's experience of not worrying about the possibility of rape, or that the realization of what could have happened wouldnt come to mind later.
Another bad way of writing would be to spell out exactly what those dangers are. "I am a woman and that makes me a target for rape" No. Maybe if your story is about rape, but all you need to do is just change the details. Maybe she calls a cab instead of walking. Maybe she's with someone. Maybe you mention she knows the area and feels safe walking at night. Any of these things can be established with a couple words alone. Omitting things like the first way only makes it more obvious you are drawing exclusively from your experiences, and including things like the second way only makes it obvious that you are drawing from your assumptions.
Give your character whatever personality/motives/profession/etc you want them to have, but be aware of what behavior might develop if a man or woman lived through life with it, and include things like insecurities, habits, preferences, etc. that stem from experience as their gender. Avoid obvious things like talking about periods or dick size or shit like that.

Then realize that the traits which make a good and interesting character are more common in males, so if you give a female these traits, she will come across as masculine, and that's okay

Read Dwight V. Swain's Creating Characters. The majority of writing any good character is just research and showing a summarized version of that person through their dialogue and action.

Swain uses the word 'telegraphed'. Fiction character telegraph or summarize reality.

For example if you have a character fussing about their hair looking just right, high heeled shoes, and dress, you've already invoked the audiences memory of femininity.

Everyone in every culture builds ideas in fiction around how 'females are supposed to work'. You don't need to do that, go watch youtube videos of girls with traits you want and describe that in your own words for your character.

Otherwise you're doomed to write a stereotypical feminine character that's been repeated a thousand times. If you want to do that, just open up the most popular fantasy book and copy their lines word for word, you might even sell more.

It comes down to motivations. Men and women are typically motivated by different things. Women may be seen as less competitive than men, but they just compete over different things, or in different ways. A big portion of this is due to differences in physical strength and aggression. Men are stronger and more aggressive, so the things they do tend to focus in that direction. If a man wants to kill someone, he might attack that person directly. A woman would be more inclined to use poison, or enlist someone to help her. Men tend to be more individualistic. Women are more cooperative. Obviously outlier exist, but that's exactly what they are, outliers.

If you want to write a believable character, get the motivation down first, and then think of how they'd try and get there, based on their disposition.

When a woman writes a shitty book with bad women protagonists (Twilight, Fifty Shades of Grey, etc) nobody brings up their gender as the reason why the protagonist is crap, but if a man was behind these books he'd be a terrible writer because he's a man and he doesn't understand women. Really makes me think.

Make sure whenever they eat something they take a photo of it first, and make sure their schedule revolves around all the different men they have cataloged in their iPhone. Also make sure your female protagonists never say anything that has to do with virtue or introspection. If your female protagonist says something with thematic weight
