It's a simple matter of generic suitability. There are some media that are text-based (poetry, prose fiction, etc.), some that are purely pictorial (painting, sculpture, etc.), some that are purely auditory (music, radio drama, etc.), some that involve multiple senses (cinema, live theatre, etc.), and so and and so forth. What is suitable to a genre in one medium may be inappropriate to genres in another. The meme is a visual medium that uses both image and text, but like most media that combine the two (like picture-books and comics) the presence of the image correlates with a de-emphasizing of text. Because, in this genre, the message is supposed to be compact and in large part conveyed by the associations of the image (e.g., Ancap Ball signifying that the text refers to an imagined and absurd scenario in which anarcho-capitalist ideas are put into practice), the use of large quantities of text represents a break with convention and so is rejected by those familiar said conventions.
