Another of Rocker's books worth reading is "Pioneers of American Freedom":

Well there is a problem with Revolutionary theory in that it requires things to be really, really bad before revolution can occur, which is just something that has never happened under liberalism. The saving grace of liberalism is that through democracy, it has a safety valve in which it can always give the people just enough that they do not fall to revolution. The only time that liberalism has failed against revolutionary ideology, it was defeated by fascism instead, and even then, they were very young, very weak liberal states.
