It seems that Paul is saying multiple things here.
1. Abstinence is good.
2. However, given that abstinence is difficult for man, everyone should get married in order to prevent fornication.
3. Abstinence is permissible within the marriage, but should only be practiced with the consent of each partner, for a limited period of time, and for the purpose of devoting greater time and energy to fasting and prayer.
There's other cool stuff about how marriages between a believer and a non-believer should not be broken up simply because of one's lack of faith, and how the faith of one sanctifies the other, but that's not what OP is interested in.
