Picture books can be high-art. In fact, there is a great Western legacy of picture books starting from Golden Age illustrators like Walter Crane, Kay Nielsen, Beatrix Potter, Randolph Caldecott, Maxfield Parrish, and many more. The classics give foundation to the genre. I have hundreds of picture books in my library.

Beatrix Potter is the queen of children's books, if you ask me.
Children's stories about anthropomorphic animals have a tendency to come off as overly sentimental or contrived, at least to an adult reader, but the ones she wrote manage to blend real-world animal behavior and Victorian social customs in a way that's both believable and funny. I grew up reading her books and accidentally rediscovered them recently thanks to Project Gutenberg.
