Copyright infringement. Their book is a single-user, non-transferrable licence to the content on its pages, and their reading it in public constitutes an unauthorised "public display or performance".

Scum like that should have to pay the book's full price for every person who reads over their shoulder.

What if said reader actually enjoys yours your writing? What if they look-over someone's shoulder, ask for the author's name because they liked it and then went out and bought their own copy? Are they still scumbags?

I don't believe for one minute you also lack royalties given the estimated popularity/market given by a publisher before they would even consider publishing it.
