It's from the BBC animated adaption of Beatrix Potter's works, The World of Peter Rabbits and Friends:

The Little Prince is great OP, it's still one of my favourite book (be sure to get her the version with the watercolours). She might be too young to read it by herself be you can read it to her for peak brother-sister bonding.
