No that barely matters, the businesses are gone. Do you think ANY of the looted businessmen will try to rebuild there? and that is taking into account those who managed to make the proper insurance claims. I speak form personal experience most of that money is lost.
How will those people find the jobs they need to support their community? small businesses employ the majority of Americans and it's precisely those small businesses who will be most affected by begin unable to claim the insurances.
