This and replying a lot, but the most effective way to gain followers is to follow a bunch of people who have negative or 1:1 following/followers ratios. It's good to follow people with 1000+ followers who have about 1:1 ratios. After you have a couple hundred followers and you posts fairly regularly, you'll get a trickle of a 1-3 followers every day to few days.
Twitter is not too bad if you have another shtick and your main goal is to make quality content, only using twitter to garner an audience. Also, (I may be contradicting myself) you need to avoid the "striver" mindset of sociopathically playing a character and shaping your behavior to gain as many followers as possible.
It's also a nice platform just to meet people who you find interesting by dming them. I've met some genuinely really smart and interesting people through twitter, all small accounts, not cult leaders. This might be the best way to use twitter, just making frens
