It seems for all of human history, people have enjoyed stories of struggle. From epics, to tragic plays, to tv shows, there's a part of every person that enjoys the tragedy as media. Is it catharsis? Learning from stories how to deal with something similar in one's own life? An obsession with suffering? Doubtless there are many specific psychological reasons that cannot be the same for every human being, but perhaps there's a common strain. I think we can all enjoy tragedy because we enjoy when a story is true to life, and tragedy is not foreign to any living person. Tragedy is true to life. This does not mean it defines it, but clearly life is unfair and horrible things happen. If enjoyment of art or media comes partly from the closeness to which it is real life, like how the David and other sculptures can look so astoundingly detailed and real, but in stone, that the deed is applauded universally as one of the highest achievements, then how close a work can be to real life, tragedy or otherwise, it is an amazing thing to witness. This is why I think tragedy is enjoyed, almost counter-intuitively.

Tragedy relaxes the human spirit-why? Because it is comfortable. Because the happiness of others breeds envy, and the suffering of others breeds comfort; perhaps both from joy in the suffering of another, and in the revealed fact that other people suffer as we suffer. Because the unfathomable pit that is despair brings with it the knowledge that one can go no deeper, that one has suffered, survived, and found refuge, even in the worst of places. It is a testament to the human spirit, in that way.

Even fiction is expected to respect certain fundamental truths, human suffering being one such thing. Tragedy is truthful. Moreover it can work as an intermediate step towards other narrative goals, if tragedy for-tragedy's-sake isn't your bang.
