Even people who care about the poor are doing it for themselves; caring for others makes them feel good. It's a paternalistic instinct. I should clarify that doesn't make it ignoble though.

Because having poor people and shitty parts of town can affect you eventually.
But at the end of the day, you should be striving towards a society with fewer poor people. Encouraging high IQ people to have more kids than low IQ ones isn't a terrible idea, for example.
