The ring is made because the God's have left middle Earth, the Promethean like designs of the Numenorians have severed men's ties with Gods. Without their spirits there to work and direct nature Middle Earth is in a decline.

The ring is Sauron's solution, giving the elves power to rejuvenate lothlorian and heal the Earth, benevolent power that they still wield, but the catch is they must serve him as the new God.

So he gives them a new answer with the power to stop the decay they see in the world, bringing order and mastery back, but they won't serve him. They want an anarchist equal system instead.

So he uses the ring to mar, defile and vent wrath rather than create a second paradise.

When Frodo, Arogorn and co do destroy the ring, the world does indeed wither. The story actually ends. We stop reading. So Saurons solution was actually the only way to stop middle Earth fading. The only way to stop it becoming an amazon show.
