Not who you're responding to, but owned space isn't literally all about ownership lmao. It's more about the sort of totalitarian monopoly on force that we're subjected to. And example of a contemporary area that's not entirely owned that BAP talks a lot about is a red light district. There's still room for completely unregulated things to occur there, it's not entirely under the purview of the nanny state regardless of whatever the rent situation is there. It really doesn't have anything to do with settling, owned space affords you plenty of room to settle because owned space is all settled land anyway. Unowned/free/open space allows you the opportunity to not be settled, to really do what you want in an entirely illiberal sense.
