This is a good point. I feel like the tragedy with him is that his arc kind of illustrated the difference between the mob at the time and previously. Also how failures on the part of his parents (and Tony and Chris) combined with his poor judgement (not uncommon for people his age) and lack of options ended up with a worse end from him than Tony when he robbed the card game.

Similar thing with Matt Bevilaqua and Sean Gismonte. Not terrible guys, just run of the mill impulsive early twenties kids with chips on their shoulders and no one cluing them in or giving them guidance, and as a result they cause more damage than they're worth.
