Recently watched a conference by Johann Chapoutot, a French scholar on Nazi ideology, and he said Hitler isn't really the best source for understanding Nazi beliefs, because he was the face of the movement and its supreme leader but not its brain (at least not its main theorician). It's not really well-known but there was an entire class of diligent upper bureaucrat who spent their days arguing and counter-arguing and writing and planning about what is nazism and how it should be implemented. It's probably better to read the most proeminent among those than to read either Hitler or Goebbels.

You can start with Reinhart Höhn and Carl Schmidtt (later was a bit of an uneasy fit within the NSDAP and never become as central as the former, but he was his mentor and is also tremendously interesting and influent in his own right).

It's also worth noting that Höhn, like several high-ranking nazi law experts, ended being a foundational figure of German postwar corporate managment. There is a clear filiation between contemporary "agile" managment and nazi theory of organization.

Inside the third Reich by Speer was really good too.

It's a bit heavy on the hayday of Hitler's reign, which basically nothing seems to happen except dinner parties and listening to Hitler charm everybody he meets.

But it eventually does get into the dark times, and Speer coming to realize how despicable Hitler is, and the flaws inherit of the entire Nazi system.

To me, Goebbels is interesting for a variety of reasons. First, he was not a product of the First World War/military like most head nazis. He was a product of the 20's. Secondly, he was very pro-Soviet Union until Hitler shut down the 'left' camp of the party. Third, he was a very dramatic man, both in life and in death. Fourth, he's probably the best public speaker since the advent of film and sound recording, and I think he even beats Hitler in that respect. His Total War speech is probably the greatest speech ever given. He was a brilliant and tragic figure. After 1942, Hitler stopped nearly all public appearances and Goebbels picked up the slack of the lead figure. The biography by Peter Longerich is pretty good.

Take everything Speer said after the war with a grain of salt. He tried to downplay the Nazi leadership and undermine his own role in the war and the holocaust. There is a recent biography of Speer by Magnus Brechtken, which analyses everything Speer invented or wrote after the war together with historical documents from the actual war.
