This is like asking whether a painting can be good if the subject matter is interesting but the artist sucks. The point of art is to aestheticise reality; the best painter could make a painting of paint drying and chances are it'd still be interesting to look at. But I'm not so sure the inverse applies too

No. If it is not beautiful, it is not art. Lain works because it is very aesthetic. There is no such thing as good content that cannot be paired with good aesthetics, or that is even fine without it. Neglecting aesthetics is an act of laziness at best, and a malicious attack against spirit at worst.

Yes but no? Its entirely contextual and depends on how it makes you feel. So if simple stick figures tell a complex and profound story of great meaning then it would be, but in doing so would transcend its simplicity into aesthetic, so not really.
