Those are two different questions, yes to persuade people first you need to understand what their values and and why they behave the way they do. But Persuasion is a different skillset in itself which requires taking that knowledge, taking what you want to achieve, and then some how marrying them together.
Who are you trying to persuade? Reading Daniel Dennett or Richard Feymann use totally different means of communicating to their audience as someone like Demosethenes who has a different means of communicating than Lady Gaga or a used car salesman.
I still think Quintilian's Institutio Oratoria is probably your best place to start since what it covers about rhetoric is pretty universal.
Any biography about Lyndon Johnson and Bernie Ecclestone should also be good. Very different approaches, but both marked by a fundamental understanding of leverage and how to use it.
