I'm tempted to say music because I don't understand how it's made at all. I can write, sure, but how do people make music? It always seemed like magic to me. I can't imagine thinking up a song that doesn't exist that clearly. But honestly the correct answer is neither, it's poetry

combines what's best of both except unlike just music requires an activity of mind (primarily referential plus a connecting of dots) to be enjoyed. Any torpid vegetable can enjoy music.
btw not saying music doesn't have its active aspects because it does, they're just not as necessary to be enjoyed.
I don't think also that the 'highest form' can be discerned in terms of what most immediately entertains me.

I'm a musician and composer and it comes quite naturally. I've tried to write a novel and short stories and it feels impossible to me. How does one manage their tone or account for the inevitably variable interpretation of their words? To me, sound is easy; I hear it and I know. When I listen to a song, I can hear it from many angles, pick apart the pieces and rearrange them in my mind. There are technical considerations when writing and playing music of course, but they can and often are made secondary in the name of pursuing an artistic goal. I've written lyrics for songs, but can't write poetry without music guiding it. There is nothing "magical" in creating music, any more than there is in writing, painting, photography, or whatever. But personally, I find music intuitive to grasp and always have, while literature and poetry refuse to reveal the secrets of their creation to me.

Art, to me, is a kind of subliminal/spiritual communication. Nothing does that better, more directly, or more purely, than music.
