He's a reddit philosopher. He's someone you ""read"" when you don't want to actually read, and just want to pretend you've dipped your foot into philosophy. He not only has no extant writings but all of his stories are implausible self-insert fanfic myths with dozens of versions passed down close to a thousand years before being actually written down. He has no system of beliefs that can be ascribed to him. He has fun anecdotes about sticking it to the big man which redditors absolutely adore. He is the path of least resistance for massive pseuds to name-drop at will.

i partly agree about *him* not existing, but the amalgamation of impressions considered to be 'diogenes of sinope' does indeed have a core system of beliefs (or at least *a* belief), which is that one should be an emissary of god for the lost. when you read the anecdotes from this perspective, it brings to light how the physics of stoicism came to be. that being said, you're probably right about him (along with most of the stoics) being reddit philosophers, at least by the capacity that they are commonly engaged with by the public.
