This is a small poem from his Book of Longing. I always wonder about it. Is he saying anyone who says he, Leonard Cohen, isn’t Jewish is not a Jew. Or is he saying anyone who says “I’m not a Jew” is not a Jew.
It seems to work either way. Leonard Cohens religious heterodoxy and exploration (and him writing songs about Jesus) has made his Jewishness come under fire. I feel this could be him asserting “I am a Jew, if you try to deny me I’ll deny you.” However, it could also be a stance on Jewish pride, basically “wear your Jewishness with pride. If you deny it you lose it.”
What do you think? Anti-semites not welcome

It actually doesn’t end there. After the statement, it has a long list of “credentials” including both actual accomplishments made in Jewish religious schooling and silly irrelevant stuff like his food handling license

It could be a commentary to that WW2 poem, by the Priest, which is fairly renowned in Canada. “First they came for the homosexuals, and I did not speak up, because I was not a homosexual...”
So being Jewish is having solidarity in the face of opression. The obvious negation of “Anyone who says he is not a Jew is not a Jew” is “Anyone who says he is a Jew is a Jew”. We might also say thag “Anyone who says he is not a Muslim is not a Jew”. “Anyone who says he is not a Christian is not a Jew”. “Anyone who says he is not a homosexual is not a Jew”. And so on.

It's most likely addressing the Jews who question his Jewishness. The other meaning is too literal and I don't think he's talking about Jews calling themselves not Jewish.

Yep, and when you remember that Cohen's grandpa was Lyon Cohen, the founding president of the Canadian Jewish Congress, his credentials were pretty damn exemplary. I've always loved his "Lines from my Grandfather's Journal" (Spice-Box of Earth).

"Soldiers in close formation. Paratroops in a white Tel Aviv street. Who dares disdain an answer to the ovens?
Any answer.
I did not like to see the young men stunted in the Polish ghetto. Their curved backs were not beautiful.
Forgive me, it gives me no pleasure to see them in uniform. I do not thrill to the sight of Jewish battalions.
But there is only one choice between ghettos and batlations, between whips and the weariest patriotic arrogance. . .

I wanted to keep my body free as when it woke up in Eden. I kept it strong. There are commandments.
Erase from my flesh the marks of my own whip. Heal the razor slashes on my arms and throat.
Remove the metal clamps from my fingers. Repair the bones I have crushed in the door.
Do not let me lie down with spiders. Do not let me encourage insects against my eyes.
Do not let me make my living nest with worms or apply to my stomach the comb of iron or bind my genitals with cord.
It is strange that even now prayer is my natural language. . .

I think it's more like him calling out subversive Zionists. If you're a Jew, don't ever call yourself white when it's convenient and only a Jew when it's convenient. Wear the mantle proudly. You're a Jew, you're a member of a proud people. Jews who eschew the identity really don't deserve to call themselves Jews. Is, I think, his point.
