The Prince, obviously. Basically anything related to strategy (The Art of War, On War, Black Swan...)

Read it all several times and practice. Then read about political organisation but most importantly, join one. Most of what you need to know is not in a book.

it is a well-known fact that those people who must want to rule people are, ipso facto, those least suited to do it.

World Almanac. Pre-Internet favorite of mine.

Slightly unrelated but you can't go wrong being current on international news. After about a year, you'll have the basis for opinion on international affairs and cultural trends.

If you are already 18, its too late. Pool of leaders are groomed from young age, have to be in the right circles.

Just lol if you think leaders emerge out of the pack because of their "ideas"

Have a foundation in the classics. Read the death of Socrates and the Republic, then read Aristotle's Politics. After that you will be able to understand most philosophy. Read Hobbes, Locke, and Rousseau, though realize that most empiricism and utilitarianism is a waste of your time. Focus on continental philosophy and shy away from the Frankfurt School.

The only book that would be likely to help you would be a little black book of black-mailing secrets.

Other than that, you're looking at a confluence of personal traits, life history and societal circumstances which no book will magically align.
