Probably they're interested in you. I wouldn't ask someone I don't give a shit about what they're reading (and if I do car I would wait for them to finish reading before asking because I know how annoying it is being interrupted)
However most people don't even read books so they have no clue that they might be interrupting so it's okay, I can forgive them.

I actually have asked a random what they were reading because it was something I liked and wanted to see if they were a pee pee poo poo brain.

Only other times I would ask someone about their book or talk to them with their book out would be if they were just starting/stopping, if it was about the book, or if they were friends/I was trying to annoy them.
