I wouldn't call that cyclical exactly. Civilizations being distinct metaorganisms that follow a recognizable path of development and decay isn't the same concept as like the Hindu Yuga cycles. World history for Spengler isn't a cycle, it's just Cultures emerging and interacting in arbitrary fashions, or playing out their individual life cycles alone.
