Are his stories good literature? I find the concept of cosmic horror interesting but also want to know whether his works are complete shit or not and if there are any authors who treat the genre better.

I'll sum up the genre for you: "the indescribable entity, aborted from the depths of the unseen universe approached me and... blah blah".
It's pretty much about indescribable aliens larping as gods.

+1 Loads of his stories are short also so you don't need to be scared of "wasting time"

I prefer his stories without protagonist narration since that one often boils down to "Quiet adventuring gentleman from New England who likes Nietzsche and Spengler". The doom that came to Sarnath is my favourite of these, he spends a short while lavishly constructing a decadent kingdom, just to have it be washed away by the unknown in no time.

No it isn't. Read these, OP. They are among his earliest stories so they are a bit rough around the edges, but they are pretty short and will give you an idea of the style and themes of his work.

Lovecraft excelled at the short story form. It's not that every short story he wrote is great, but he achieved his highest highs in those. His novellas are a disappointing read in comparison.
