He’s not talking about the end of human history, but the end of the old covenant age that has been fulfilled with him, and which according to the OT prophets entails both salvation and judgement/smoke and fire. Acts 2 set around ~59-63 AD, the Spirit descends, signs and wonders are abound. Apostle Peter says these are signs that they are now in the very last days of the old covenant as prophesized by the OT and judgement is near. 64 AD Nero burns down parts of Rome, blames it on the christians (aka the covenant breakers in judaeic terminology) and starts culling them en masse, 70 AD the jewish temple is burned to the ground.
