This is emblematic of the dialogue format. Unlike the didactic prose of other philosophers, Plato presents his ideas as an argument between two people (which never includes Plato himself.) Neither Socrates nor his interlocutors have the answer, but the dialogue is meant to stir up your own internal dialogue and hone your skill of dialectics.
