poetry, at least in the West, has evolved to essentially be a format for conveying abstraction succinctly in ways that normal linguistic prose is not designed for. For this purpose, meter/rhyme/alliteration do not obviously contribute much, and line breaks (or other formatting) help convey more information

You can hear iambic pentameter drift in and out of the poems texture. The backbone of the poem is still iambic pentameter and 5 of the lines are in iambic pentameter.
Rhyme is still present as well, although unpredictably.

Other lines stretch out to an extra foot, making it seem humorous for lurching too long.

Meter is still used to great affect even though there is no strict meter and the poem is said to be written in free verse.
