It's just a basic understanding of human nature. If humanity ever regresses it will be because of some disaster and not because people willingly gave up their comforts, luxuries, and technologies to live like hunter gatherers in the woods.

Even if some particularly retarded country tried to purposely regress themselves back in time they would
1) Be quickly taken over by countries that maintained their technological edge
2) Lose large swaths of their population to disease and famine, making them much weaker to outsiders.
3) Have to maintain their caveman state by killing intellectuals, inventors, and anyone who wants to move forward. This suppression will likely have to involve technology.
