But being "taken seriously" by academia is exactly what doesn't matter.
When it comes relevancy at large, the university is just a means of spreading awareness of certain thinkers. Profs and students aren't better philosophers, it's just that the fraction of people who read a lot of philosophers is larger amonst Profs and students than among the general population, and so they are disproportionally many. But unlike math, say, I doubt that the content created by a reading academic is more relevant that. That of the reading neet

>was there ever a time in history when academia was actually good?
It was good for a period of time 11th to 15th century when it made sense because of the difficulty of spreading books before Gutenberg.
It also had a weird phase of renewed glory between around 1825 to 1925 (obviously broad dates and will change depending on location). Anything in between or after that has been at most useless or outright trash. Just compare how terrible the Sorbonne (biggest university in the 17th century) was when compared to Chad independents like Descartes or Leibniz that hated universities.

Leibniz was not in acamedia. He worked in a legal firm, as a diplomat, as a secretary in an independent society, then as a spy, librarian and political advisor for the local potentate.
He tried to promote alternate institutions to universities in Germany, Austria and Russia based on what he had seen in France.

Are you even hearing yourself right now? By the way, I'll be the first to say that a lot of academics avoid certain thinkers for political reasons, and Uncle Ted is a prime example of that, but the real answer is a lot more mundane. These thinkers aren't analytic in the way that English speaking philosophy expects right now. Thats it. You won't see papers written on the names listed but behind closed doors they are still read.
