He does not reject the fact that moral intuitions guide us in everyday life and political decision, not systematic philosophy. He merely acknowledges that they can put us no further in adjusting our conflicting claims on the order of the basic structure of society, hence the need for an exact theory that we would intuitively accept in the veil of ignorance. See his discussions on intuitionism in the first chapter.

It would be a mistake to claim that distribution of primary goods is of no use to any people, including poor and the rich. The fact that wealth prevents people from practicing their primary good is of no concern for the fact that primary goods are still valuable. See his discussion on freedom in the latter part of the first chapter.

Basically Rawls is trying to solve ethics without God. His experience in WWII broke his faith, and he created a fundamentally flawed system in an attempt to fix the world without God. However his war-worn cowardice made him unable to continue on Nietzsches path and onstead we get retarded arguments like the veil of ignorance to justify equality for the weak. Such a pity really, he was obviously a brilliant thinker.
