Every weird tale he wrote + his Supernatural Horror in Literature essay (warning: it's full of spoilers. He summarizes the plots of The Picture of Dorian Gray, Frankenstein, Melmoth the Wanderer, The Great God Pan, and other horror classics) + his comedic tales (he wrote 4 of them). Go in chronological order. If you don't want to go in chronological order, then start off with The Call of Cthulhu, The Shadow Over Innsmouth, and The Rats in the Walls.
