This is the inevitable conclusion of Pepe and irony on 4chan (and the internet in general).
As we all know Pepe the Frog is an agent of change. Him being a frog, is no mere coincidence; the symbolism of the frog as the amphibious capability of connecting water (chaos) and land (order), lifts the frog up to a sort of bringer of change. Also the frog evolving from the tadpole manifests that capability of change inherent to the frogs symbolism.
Pepe's constant changing of form (his being depicted as a wide variety of characters) is another manifestation of that same symbolic change.

The evolution of Pepe's is quite an interesting one. First of course he started as a comic frog, saying his famous line: "feels good man", being of course a happy one of the many characters Pepe the frog manifests.
After that came sad Pepe, being the dialectic antihesis to his first manifestation and representing the bad aspects of life.
In a true Hegelian spirit Pepe's next iteration is the synthesis of the above two characters of his, being smug Pepe. While he is not actually a direct synthesis of his predecessors, the usage of the meme seems to be, since it is used as a kind of a way to comment on situations wich would normally evoke an emotional response.
This is also a kind of a poststructuralist unification of thesis and antithesis.
