Well, what's difficult to an ESL reader is different to what's difficult to a native speaker, so I'm not quite sure. But leaving aside modernists and pre-1900 novelists who might be more difficult:
Steinbeck is definitely easy, especially Mice and Men.
Hemingway's prose is famously very simple.
Science Fiction books tend to be easy to read - Brave New World, Slaughterhouse-5, Fahrenheit-451

Other novelists you should try but I'm not sure about the difficulty of: Faulkner, Nabokov, Melville, Poe, Austen, Dickens, Hardy, George Eliot, Conrad

I'd say Conrad is a little bit harder than the other suggestions (mostly because of the vocabulary), and Faulkner a little harder than Conrad (because of the long sentences).
You should start with the others and go for them if you feel you can tackle the extra bit of difficulty.
