M. R. James and Sheridan Le Fanu are pretty much the closest you will get of scary in book form. They are good writers above all, much better than the crap people read nowadays like Ligotti.
Erckmann-Chatrian is also quite good too. No idea why people don't talk about those authors anymore.

Naomi's Room was scary to me, even though it's a fairty traditional ghost story in a lot of ways. I would recommend not reading any reviews about it, because I feel like most of them contain a kind of vague spoiler. I wish I hadn't read any reviews before reading it anyway.

I agree that Ligotti is pretty poor, I finished Songs of a Dead Dreamer and Grimscribe the other week and didn't particularly enjoy it. I don't know why he's so highly rated.
