Yeah but here is the thing, if it didn't have potential it wouldn't exist, as in how could it every be realized to exist.
At the very least matter in a vacuum has to relate to it's self as it moves in spacetime, if it didn't have the potentially to relate to at least itself it wouldn't exist at all.
The potential moves to a new form of potential, at the most general level the potential to relate and the potential to not relate exist. You see why I called it animated? Everything is animated by potential. And the relationship is triadic.
