I've never read Dostoyevsky but...

Hitler was a fanatical blood-thirsty genius who was at heart an artist but failed because he turned his energies outward rather than inward. Putin strikes me as rather bland. Perhaps a psychopath. He's calm, cool, arrogant, assured, etc. Trump is a narcissistic fool. Of all of them Hitler was by far the most dangerous because he was sincere, fanatical, idealistic, and genuinely blood-thirsty. Trump and Putin strike me as having personalities in the normal range. They are typical manly guys. Trump is so obviously mentally unwell that no intelligent person in Congress or his cabinet takes him seriously. It's all a front and political game to keep the party from collapse. So he's basically harmless. Putin is obviously more dangerous. And seems to like playing chicken

Idk. That's my take....

He does not mean a specific character. But the arhitipe, sorng willed who move in the world by the bases of their convictions, and dont care about the opinions of others.
