I presume you're referring to totalitarian ideologies. I don't think you can call them 'aggressive secularism'. I'm not going to go so far to propose that Stalinism or Nazism were religions, although they have a great many of the characteristics. I will just say that the whole idea of 'secularism' is to separate things out from each other. Government is seperate from religion, and both are seperate from the people except through well-regulated channels. On the contrary totalitarianism (as the name implies) is not about separation at all - it's about merging. All ideals, all beliefs, all reasons for doing or being are to be unified with the state and the state is to infiltrate into the lives of every person until the country can only be conceived as One. In Stalinism this was a stated aim, and the big difference between it and the Tsarism that preceded it (hence Orwell's 'Big Brother' - the state is supposed to be right there, by your side, in your life, pushing itself into your mind). In Nazi Germany, there was no such bureaucratic embrace. The gestapo in fact spent much of their time not aggressively pursuing information but wearily sorting through the thousands and thousands of denunciations spontaneously sent to them by random people. But this example illustrates how properly the Nazis achieved the aforementioned 'oneness', the totality, by cultural means - one culture, one folk, that infiltrates your life on behalf of the state. In either case, don't be fooled into thinking that htese things can possibly be rescued as examples of "secularism" just because they explicitly denied God. Remember that most religions deny the gods of most others.

I think that the NAZIs had a bit of an advantage because of the cultural zeitgeist of german idealism, and central european cultural narratives of ''the german people''--whereas in Russia there seemed to be a much more deeply ingrained sense of isolation or perhaps just dissention. I'm not saying this stuff like it is a fact, i'm just kind of speculating (based on literature that I have read, mostly)
