No. The 10,000 hour thing is based on a study which examined people who are at the pinnacle of their fields, people who are the top 1% of crafts, trades, academia ect. You can't just apply that to a language, skill, or anything else in particular that you want. For the most part your next statement about immersion is correct though. However, you can learn basics and speak well enough after as little as two weeks.
To get back to the point, it's only about 20 hours of learning that's required to reach an amateur level provided it's targeted, goal orientated learning.
