Considering fiction is defined as literature in prose, yes. Anything fictional is technically- and definitively-speaking literature, even flash ero fiction and those 6-word stories.

Fuck no, even the islanders themselves don't believe in it. Some light novels, and stuff like Ranpo Kitan's works, maybe. Murakami is supposed to write in a surrealist-dreamscape literature, and they mock the shit out of him for being so inspired by western pulp fiction and old pop culture art.

That said, you can find good quality works in any variety of media formats; regardless of whatever category it's considered, it's still a quality work.

Honestly there is very little good manga. There are the works of Inio Asano, and then there are older Gekiga mangaka like Tatsumi Yoshihiro

But man, lots of the "classics" are trash. Ayako by none other than Osamu Tezuka is so bad. The writing just jumps all over the place and is barely a pulpy hard boiled detective story.

The art can be good, very good, but the writing just doesnt come close.

Manga is sequential artwork with supporting dialogue. "Good manga" tells a story through pictures. It transcends language. It is an entirely different expressive medium than literature.

Literature generally means the written word and seeing as how manga is a largely visual medium which utilizes art to an equal or even greater extent as words in order convey it's meaning rather than words and symbols alone it seems clear to me that it falls into a seperate category. A manga stripped of it's images and presented as text alone would be pretty nonsensical. There can be real artistry there and even good writing of a sorts but I wouldn't classify it as literature.

Can it be Literature? yes, but so can trite like Ready Player One. Can it be Literary? yes, but so can most John Green's books. Can it be Good? yes, but so are a lot of genre fiction books.
The real question is: Can it trascend in the same way the classics have? I don't know, that's our children's job to decide. For know we can only see if we can take influence from it, and only creators can do that, not critics.
