Nietzsche was not advocating for people to "give up" the idea of Good vs. Evil. He was merely being a psychologist when he asserted the following: the strong, naturally, develop a code of good vs. bad; the weak, naturally, develop a code of Good vs. Evil.

The difference is due to their strength or lack thereof. The weak see predators all around them; the strong see prey. To protect their own sanity, the weak convince themselves that the strong are "Evil," capital E, as in it is an absolute, beyond their own will (since they have little to none); while the strong have no such need for protection, and merely see things that are undesirable, that are "bad," lowercase b, because they have no need to put it on a stone tablet (i.e. make it out to be an absolute thing), to hold it over the heads of others; they are stable enough to recognize that it is due to their own will without the recognition impacting their powerful grip on the world.
