Yes. You don't have to, but seeing as LOTR is basically The Hobbit 2 you would be wise to do more than watch the 'Previously, on The Hobbit...' segment that begins The Fellowship of the Ring.

You can read LOTR without the hobbit. It is pretty much self contained. The hobbit does happen before LOTR so reading it first makes sense.
