Why do some British writers do dialogue with only one apostrophe?

I'm British I have always put speech inside "speech marks". I only use single marks for dialogue inside dialogue

apostrophes indicate contraction or possession.
speech is not marked with apostrophes, it is usually marked with quotation marks. quotation marks can be "double" or 'single'.
single quotation marks look similar to apostrophes, but they are not apostrophes.
