I suppose it would depend on whether Hogwarts is public or private. I am pretty sure that while you don't have to pay tuition, you have to shell out for books and outfits. Presumably, such trappings of luxury as an owl and a broomstick are non-mandatory but somewhere on the order of a cell phone and a baseball glove. Wait, what were we talking about?

If Hogwarts is a public school, they'd have to offer special ed, one would think. If it's private, it's up to them. There might be a private special ed counterpart tucked away somewhere else in England.
