He was either describing the metaphysical views of other philosophers like Anaxagoras or was explaining his own version. Maybe the former since it's from the mouth of Timaeus rather than Socrates.

Plato's earlier works are seen as more Socrates than Plato but then used Socrates as more and more a mouthpiece in later works.

Not to mention Plato was a follower of Socrates and completely put an end to any kind of prospective political career because of him and dedicated his life to philosophy and started the Academy. Why would he satirize someone he revered so much?

plato loved socrates actually and saw him as the first human ever philosophising naturally. he was the first who asked the question "what is..", and that came naturally to socrates being the freak he is in the ancient greek state. he is the proto-philosopher and the model for the philosopher plato later took on expanding. the origin. as for the dialogue with timaeus, he is the analogue of the demiourgos. as demiourgos created the world out of chaos, socrates now creates the new human world (human political sphere) where philosophy has a saying unlike in the ancient greek state which never had the question "what is", like for instance "what is justice" in the state. athens is a state which condemns philosophy and kills what is human in humanity according to plato. as demiourgos put things in place from pure forms, made the world out of pure things, socrates does alike and puts the essence of things in things in a human scale. socrates being in the role of demiourgos is what's implicit in dialogue timaeus. just a different scale. and of course there are other things in the dialogue like the greek being reknowned as the "young people" whereas Athenes was a place where the old people have the authority and it was going downwards in its integrity because of that. plato wanted a young generation ruling, thus he fictionalized the republic in a new way taking socrates and his question "what is..." as a way of putting things in place.

just as an example, in the city of athenes there was no questioning of "what is justice" but a question of whether an act is just or not. "is this just" is very different than asking "what is the essence of justice". this thing, socrates did it naturally, like a beast made for questioning and unlike any other "human" living in the city. that's what makes him kinda special for plato.
