Space must come before outer intuition because it is not a thing in outer intuition. Space doesn't take up any space, nor is it any place in space. Same with time. These forms are nothing, other than the possibility for objects of a certain kind to be perceived. They are is a requirement for any intuition in time or space, so it can't be received via an intuition of this kind. The only other possibility is that they are a priori and have an epistemic function.

That is my understanding at least. Its not the best argument, but there is something to it I suppose.
