The moral argument for having children is pretty simple in that it's a continuation of the will to life of your ancestors and it bolsters the power of your group if you choose to reproduce your group as well by not having children with a person from outside the group. Evolution and the meaning of life as matter that reproduces via organic machines is ultimately the basis of this.

The moral argument for not having children is pretty simple too but it's just depressives whining about their false perspective of life as suffering and then applying a flipped hedonism as their highest virtue to lead a life where suffering is never justifiable for the sake of any higher value, except maybe the anti-life cause.

Only the latter write entire books on the subject as far as I'm aware because it's a much harder position to defend especially as a messianic philosophy as in intellectual antinatalism. Writing books in defense of common sense and healthy instincts has only recently become a necessity.
